Argh, i need help!

I have got a map of GTA San Andreas, as i am part of a clan. I am highlight areas that will be visited in a convention. However. i cannot find the opacity button, to make the highlighted area Opaque, so its highlighted, but you can still see the building underneath. I have tried quick masking mode, but it just got rid of the highlight in save.

Hit F7 - This will open your layers window, select your layer, and look up just a little bit.

You'll see:

Opacity (Slider)
Fill (Slider)

In the upper right hand corner of the layers window.
